Answer:

Powering on the electric water heater with no water inside will easily lead to dry burning, damage the heating elements and internal parts, and cause potential safety risks.

Cut off the power supply at once, fully open the water inlet valve and hot water outlet of the shower. Do not reconnect the power until steady water flows out continuously and the inner tank is completely filled with water.
