Answer:
Due to structural limitations, the water heater cannot completely empty water from the inner tank, and only 80% to 90% of the stored water can be safely drained out.

Standard Draining Steps for Long-term Shutdown Anti-freezing in Winter

  1. Shut off the main cold water inlet valve.

  2. Connect a drain hose to the pressure relief port of the safety valve.

  3. Open any indoor hot water outlet valve, then lift the pressure relief handle of the safety valve to drain water for anti-freezing.

Keep the valves slightly open after draining to prevent pipes and inner tank from cracking caused by low-temperature freezing.
